CipherDAO is the governance layer of the Cipher ecosystem. CIPHER OWLS holders vote on protocol direction, upgrades, and treasury decisions. Governance directly influences how Cipher and Orbit Finance evolve.

By holding a CIPHER OWLS NFT, you gain the right to propose changes, vote on decisions, and shape the long-term direction of the ecosystem.

Voting power

Voting power scales with the number of Cipher Owls you hold. Tiers reward deeper commitment without allowing unlimited dominance from a single wallet.

Power is calculated on-chain at the start of each vote. It’s fixed for the duration of the voting window, transferring NFTs mid-vote has no effect.

Council votes

CipherDAO includes a council layer for stability during critical phases:

  • Council wallets receive 1 vote per month (doesn’t stack if unused)
  • During the bootstrapping phase, council wallets have unlimited voting access so the protocol can move decisively while community participation ramps up
  • All council votes are recorded on-chain and auditable

As the DAO matures, more responsibility shifts from council control to community-led decision making.

What governance controls

Depending on the pool type and proposal, the DAO can:

Approve or deny unlock requests for permissioned pools with DAO-gated liquidity.

Set global safety standards for permissioned markets and intervene in exceptional cases.

The DAO does not have arbitrary power to seize or move user liquidity. Its role is constrained to governance actions defined by protocol rules and on-chain logic.
